Taylor is  a native of Richmond and a graduate of Thomas Dale High School, Hampden-Sydney College and the University of Richmond Law School. While in law school, he served as Student Bar President and won the Carrico Moot Court Competition.. After his graduation from law school, Taylor became an associate at Bremner & Janus. He gained experience as a criminal defense and family law attorney by working directly with his senior partner, Murray J. Janus.
